ATTACHMENT <br />CONSULTANT SCOPE OF WORK FOR <br />6.13. - Page 23 of 39 PREP PHASE 3 FEASIBILITY STUDY <br />!( � KennedyJenks <br />PHASE 3 Scope of Work <br />Long Term Strategic Recycled Water Planning (CIP #9232) <br />Potable Reuse Exploratory Plan (PREP) <br />Phase 3 — PREP Feasibility Study <br />Phase 3 for the Potable Reuse Exploratory Plan (PREP), herein referred to as the PREP Phase 3 Feasibility <br />Study, will further explore potable reuse opportunities in the San Francisco Mid -Peninsula region. <br />• The PREP Phase 1 Initial Study considered potable reuse alternative concepts, including <br />groundwater replenishment reuse and Reservoir Water Augmentation (RWA) at Crystal Springs <br />Reservoir (CSR) and Bear Gulch Reservoir. <br />• The PREP Phase 2 Concept Study further defined the concept of a RWA project at CSR. Phase 2 <br />also include a parallel study of PREP Institutional Considerations, which provided a preliminary <br />evaluation of institutional considerations related to the implementation of a potable reuse <br />project that augments CSR with purified water. <br />The PREP Phase 3 Feasibility Study will provide additional analysis of RWA at CSR and explore <br />alternatives for Direct Potable Reuse (DPR) on the San Francisco Mid -Peninsula region. This work will <br />build on the Phase 2 PREP Concept Study to further assess issues related to mixing and achieving <br />sufficient retention times, optimizing reservoir operations and other implementation considerations for <br />RWA at CSR. DPR concept alternatives will be developed, along with conceptual level costs and a <br />discussion of regulatory and implementation considerations for implementing a Raw Water <br />Augmentation (RaWA) or Treated Water Augmentation (TWA) project to directly augment the drinking <br />water supply with purified water. Key decision metrics will be developed through discussion with the <br />PREP TAC, and applied to the RWA and DPR alternatives to compare costs, benefits, limitations and risks <br />and help determine a path forward. <br />Scope of Work <br />The scope of work was developed based on compiled scope items from the PREP Technical Advisory <br />Committee (TAC) meeting minutes from May 13, 2019 and November 6, 2019, plus follow up emails and <br />discussions with PREP Parties.
