6.B. - Page 32 of 39 <br />!( � KennedyJenks <br />served as a lead investigator on the team that refined the San Vicente Reservoir IPR/RWA concept and <br />obtained the first IPR/RWA concept approval issued by the California Department of Public Health <br />(CDPH). In the mid- and late -1990s, Dr. Welch continued to assist the City of San Diego in additional <br />IPR/RA-related reservoir operation and management studies to address compliance with health and <br />water quality regulations. <br />In 2009-2013, Dr. Welch participated as a lead regulatory consultant on the team that further refined the <br />City of San Diego San Vicente Reservoir IPR/RWA concept and again secured concept approval from CDPH <br />(now the State Water Resources Control Board Division of Drinking Water) and San Diego Regional Water <br />Board for the proposed IPR/RWA project. He continues to support the Pure Water San Diego program <br />and has been involved with the hydrodynamic and biological modeling at Miramar Reservoir and <br />discussions with regulators. <br />Dr. Welch has evaluated IPR/RWA feasibility opportunities for the: <br />• Padre Dam's East County Advanced Water Purification Program (sub to Kennedy Jenks) <br />• City of Santa Cruz Regional Recycled Water Facilities Study (sub to Kennedy Jenks) <br />• Rancho California Water District (Vail Reservoir) <br />• City of Escondido (Dixon Lake and Lake Wohlford), and <br />• City of Oceanside. <br />Dr. Welch will serve in an advisory and QA/QC roll primarily for Task 1 and documentation of the findings <br />in the PREP Phase 3 Feasibly Study.
