6.A. - Page 2 of 17 <br />ANALYSIS <br />The project at 2440 Carolina Avenue proposes to demolish an existing one-story home and construct a <br />new two-story single-family home. In accordance with the City's Green Infrastructure Development <br />Standards, permanent stormwater pollution prevention measures must be installed for the site. The <br />parcel is owned by SF19A, LLC. The developer, Thomas James Homes, LLC, has submitted improvement <br />plans for the subject property to the satisfaction of the City's Engineering and Transportation Division. <br />The plans include infiltration trenches to be maintained by this agreement. All improvements are to be <br />built in conformance with the improvement plans. The Stormwater Treatment Measures Maintenance <br />Agreement describes the maintenance and reporting responsibilities of the property owner, and allows <br />for City staff to access the property in order to inspect the treatment measures. <br />In addition, in light of the number of anticipated Stormwater Treatment Measures Maintenance <br />Agreements for new single-family homes, staff recommends that the City Council delegate authority to <br />the City Manager to execute such agreements. <br />FISCAL IMPACT <br />There is no fiscal impact to the City as a result of this action. <br />ENVIRONMENTAL REVIEW <br />The project is categorically exempt from the requirements of California Environmental Quality Act (CEQA) <br />per CEQA Guidelines Section 15303 Class 3(a) New Construction or Conversion of Small Structures because <br />the project involves one single-family residence in a residential zone. Similarly, the proposed delegation <br />of authority is exempt under Section 15303, because the execution of Stormwater Treatment Measures <br />Maintenance Agreements for new single-family homes will result in the construction of small-scale <br />stormwater treatment measures, as set forth above. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may choose not to approve the Stormwater Treatment Measures Maintenance <br />Agreement. <br />Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />7 <br />
