6.A. - Page 2 of 17
ANALYSIS
The project at 2440 Carolina Avenue proposes to demolish an existing one-story home and construct a
new two-story single-family home. In accordance with the City's Green Infrastructure Development
Standards, permanent stormwater pollution prevention measures must be installed for the site. The
parcel is owned by SF19A, LLC. The developer, Thomas James Homes, LLC, has submitted improvement
plans for the subject property to the satisfaction of the City's Engineering and Transportation Division.
The plans include infiltration trenches to be maintained by this agreement. All improvements are to be
built in conformance with the improvement plans. The Stormwater Treatment Measures Maintenance
Agreement describes the maintenance and reporting responsibilities of the property owner, and allows
for City staff to access the property in order to inspect the treatment measures.
In addition, in light of the number of anticipated Stormwater Treatment Measures Maintenance
Agreements for new single-family homes, staff recommends that the City Council delegate authority to
the City Manager to execute such agreements.
FISCAL IMPACT
There is no fiscal impact to the City as a result of this action.
ENVIRONMENTAL REVIEW
The project is categorically exempt from the requirements of California Environmental Quality Act (CEQA)
per CEQA Guidelines Section 15303 Class 3(a) New Construction or Conversion of Small Structures because
the project involves one single-family residence in a residential zone. Similarly, the proposed delegation
of authority is exempt under Section 15303, because the execution of Stormwater Treatment Measures
Maintenance Agreements for new single-family homes will result in the construction of small-scale
stormwater treatment measures, as set forth above.
PUBLIC NOTICE
Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting.
ALTERNATIVES
The City Council may choose not to approve the Stormwater Treatment Measures Maintenance
Agreement.
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore
7
