LSM ; <br />Graniterock. <br />While ending homelessness is a critical community goal, we see that the County's proposed homeless facility and <br />supportive housing would be located immediately adjacent to Graniterock's Redwood City facility, the rail line, and <br />other, heavy industrial uses. We continue to have concerns regarding the placement of any type of housing immediately <br />adjacent to heavy industry. <br />Since this is a study session designed to receive input and feedback from the community, there are a couple of issues we <br />would like to draw your attention to. We also wish to point out a potential alternative site for the County's proposed <br />homeless shelter that has apparently not yet been considered but should be for several reasons. <br />First, we would like to correct the record on Page 2 of the Staff Report — 5t" bullet — which refers to our operation in <br />Redwood City simply as a "concrete plant." Our facility actually includes several operations, including: <br />• Concrete Plant <br />• Asphalt Plant <br />• Aggregate Rail Car Unloading Operation <br />• Concrete and Asphalt Crushing and Recycling Center <br />• Building Materials Yard <br />The full extent of Graniterock's operations, and the operations of other heavy industrial businesses, should be kept in <br />mind in connection with any decisions regarding the land use of adjacent parcels, including the City's 1402 Maple Street <br />site. <br />We also see that the City retained MIG, a planning consulting firm, to consider the compatibility of the proposed <br />County/City land exchange agreement, including the County's proposed homeless shelter and supportive housing at <br />1402 Maple Street, with the Draft Inner Harbor Specific Plan Vision or Guiding Principles (the "Specific Plan"). MIG's <br />analysis expressly notes that the placement of a homeless shelter and housing at 1402 Maple Street, immediately <br />adjacent to heavy industrial uses, could result in significant environmental impacts. The analysis states at page 3, <br />Guiding Principle 17: <br />However, there could be air quality, noise, and land use incompatibilities between the potential navigation <br />center and transitional housing and the adjacent heavy industrial use that may need to be addressed. <br />The City Council's City Owned Property Ad Hoc Committee (the "Committee") — which reportedly discussed the <br />proposed land exchange agreement with the County over the past few months - also recognizes this incompatibility. <br />According to the Staff Report at page 4, "[c]ommittee members conveyed to County officials that they did not believe <br />that the City's 1402 Maple Street parcel was a good location for permanent low-income housing beyond the supportive <br />
