Freiman Attorney at Law E-mail: hfreiman@lozanosmith.com November 9, 2020 By U.S. Mail & E -Mail: dhoward@redwoodcity.org & council@redwoodcity.org Mayor Diane Howard Honorable City Council of Redwood City 1017 Middlefield Road Redwood City, CA 94063 Re: Reply of Sequoia Union High School District to Final Environmental Impact Report for the South Main Mixed -Use Proiect Dear Mayor Diane Howard and Honorable City Council: On behalf of our client, Sequoia Union High School District ("District"), this letter follows our prior correspondence dated August 9, 2019, February 28, 2020, July 13, 2020, and October 27, 2020, regarding the environmental analysis for the South Main Mixed -Use Project. Our letter of July 13, 2020, raised issues of significant concern regarding the adequacy of the Draft Environmental Impact Report ("Draft EIR") and our letter of October 27, 2020, provided numerous instances in which the Final Environmental Impact Report ("Final EIR") and responses to public comments failed to address those significant concerns. Instead of responding or modifying the responses to public comments, and following the Planning Department's representation that our October 27 letter simply repeated the arguments made in our prior correspondence without explaining how those arguments were addressed in the Final EIR, the Planning Commission chose to recommend that the Project move forward. Following that recommendation, the City immediately noticed a public hearing before the City Council on the Project. In advance of that public hearing, we want to be sure that the City Council is aware that the District's significant concerns regarding the Project, as outlined in the attached correspondence, remain unaddressed. All of our prior correspondence related to this Project is enclosed for your review and consideration. The reality is that this Project threatens to result in significant impacts both on and related to schools, and those impacts have not been properly analyzed or mitigated. Although the Initial Study, Draft, and Final EIR all conclude that the nearest high school will have capacity to house new students generated by the Project, none of those documents contain any analysis regarding whether the influx of students would require physical alterations to school facilities; whether other impacts of the Project, such as increased traffic, could impact the District' use or need for new or physically altered facilities; or whether other impacts of the Project will otherwise interfere with the District's ability to accomplish its own performance objectives.
