6.A. - Page 7 of 251 <br />ENVIRONMENTAL REVIEW <br />CEQA Section 15162 (Subsequent EIRs and Negative Declarations) provides that no subsequent <br />environmental review is required when there are no substantial changes in a project, no new or increased <br />environmental effects anticipated by a project, or any new information about a project revealed since the <br />adoption of an Environmental Impact Report (EIR). A General Plan Final EIR was prepared and certified by <br />the City Council on October 11, 2010, in connection with the adoption of the 2010 General Plan. Here, no <br />subsequent environmental review is required because impacts related to the development and <br />implementation of a climate action plan were identified, analyzed, and mitigated, where applicable, in the <br />Redwood City General Plan EIR. Staff also prepared a memo cross-referencing General Plan goals, policies, <br />and programs with implementing 2030 Climate Action Plan strategies and measures, which further <br />supports the conclusion that the proposed 2030 Climate Action Plan falls within the scope of the General <br />Plan and its EIR. The 2030 Climate Action Plan does not propose any goals, policies, or implementation <br />measures that are inconsistent with the General Plan, and does not require additional CEQA analysis. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may: <br />1. Request that staff revise the draft 2030 Climate Action Plan and/or Environmentally Preferred <br />Purchasing Policy for future consideration by the City Council; or <br />2.
