If the 2030 CAP is adopted, staff can conduct cost - <br />benefit analyses of measures and associated programs and projects, including the best method for <br />implementation and the impacts on the community, and bring recommendations for programs, projects, <br />and implementation back to Council. The CAP is intended to be a living document and will need to be <br />updated every 5 years to reflect changes in State policy, available technologies, and best practices. The <br />implementation of all recommendations, goals, and requirements in this CAP are subject to environmental <br />review. This CAP is also subordinate to the General Plan, Zoning Ordinance, and City Code, none of which <br />are required to be updated in response to this CAP. <br />Staff recommends adopting the 2030 CAP, along with the Environmentally Preferred Purchasing Policy, to <br />reaffirm the City's commitment to climate action, build on the efforts and achievements of the 2013 CAP, <br />and provide a roadmap for reducing emissions through 2030. <br />FISCAL IMPACT <br />Support for the development of the draft 2030 CAP was provided within the Fiscal Year 2018-19 and 2019- <br />20 operating budgets. Adoption of the 2030 CAP does not have an immediate fiscal impact, but <br />implementation of measures identified in the CAP may result in fiscal and staff impacts. Approval of the <br />CAP does not commit the City to expend funds on any of the measures. The fiscal impacts of fully <br />implementing all CAP measures proposed and future, are not known, but are dependent on future policy <br />decisions. When projects related to the CAP are advanced, the fiscal impacts and budget actions will be <br />reported to Council.
