6.A. - Page 51 of 251 Greenhouse Gas (GHG) Emissions Inventories Consumption -based GHG Inventory In 2015, the Bay Area Air Quality Management District (BAAQMD) partnered with the Cool Climate Network at UC Berkeley to develop a consumption -based inventory of GHG emissions for cities and counties across the entire Bay Area. The inventory was developed through an economic model that estimates per -household consumption of goods and services based on economic indicators, such as household income. The consumption -based method results in about 35 percent higher emissions than a traditional generation -based approach for the region, largely due to higher emissions embedded in goods consumed within but produced outside of the county.41 Figure 11 shows the consumption -based inventory for households in San Mateo County. Consequently, it isn't realistic to develop this type of lifecycle emissions accounting at regular intervals, as with standard GHG inventories. Even so, Redwood City recognizes the importance of including measures and strategies to reduce consumption -based emissions in this CAP. In particular, considering the impact of consumption -based emissions helps Redwood City prioritize buying local and supporting community businesses and jobs. In the future, there may be the opportunity and need to quantify GHG emissions associated with the goods and products procured by the community and its residents at more regular intervals. The forecast starts from the 2015 community inventory, which was the most current available when the CAP update process was initiated.
