Mandatory Transportation Demand Management: Traffic created by this enormous <br />project, half the size of the whole downtown precise plan, is a major issue. A <br />mandatory TDM program, with mandatory goals, should include frequent monitoring <br />and annual reporting so that, if goals are not met, additional TDM mandatory <br />measures will be required. <br />ECR Corridor Plan: The probable impacts caused by the increase in vehicular congestion will <br />impact pedestrian use of the neighborhood and the pedestrian/ bicycle character desired <br />in the ECR Corridor Plan. The increase in traffic congestion in the area could discourage <br />pedestrian facilities, thereby posing severe safety issues to pedestrians and bicyclists. <br />Because of this, we ask the city and the planning commission to require the developer <br />to commit to improving not only the parcels of land that it aims to develop, but also <br />the surrounding areas and properties for pedestrian connectivity. <br />3. Open Space and Sustainability to meet CAP requirements: <br />The project fails to actually assess the impacts on park space within walking distance. The <br />project includes less than half an acre of public open space (the commercial use of the <br />reconstructed Feed Shed is not park land). In addition, the 2,000+ office workers will also be <br />using the public open space. <br />While low income housing is being considered THE main community benefit, a project this <br />large should consider its enormous impact on the neighborhood. <br />The open space requirement is not being met. There should be developer contribution <br />for more public green space, on-site or off-site, than the proposed 1/2 -acre hardscape <br />plaza, in conformance with the City's parks and open space policies. <br />On-site the street-scapes should reflect pedestrian treatment similar to Theater way so <br />it can be a pedestrian priority open space/ <br />Resource Efficiency: A project of this size should strive to include a) Net Zero Carbon <br />Energy; b) Net Zero Water Use; c) Net Zero Waste; and d) meet LEED Gold or Platinum <br />construction. At this early stage, it is not clear if any of these areas are being considered. <br />Healthy Ecology: All building glazing should be bird -friendly to prevent birds from crashing <br />into buildings - this has not been included; <br />Pesticides and rodenticides: The project should discourage harmful pesticide use for <br />landscaping and pest control; <br />sierraclub.org/loma-prieta — 3921 East Bayshore Road, Suite 204, Palo Alto, CA 94303 <br />Page 3 of 4 <br />
