As noted above, Redwood City and our region are mired in the midst of an ever <br />increasing housing and health emergency. That was pre COVID. Adding significantly to <br />the housing at this time with no approved and funded solution is deficient and possibly <br />negligent. There are simply not enough funded and approved housing projects to meet <br />the current needs of Redwood City and the region. <br />Further, there are massive local office projects" already approved which will accelerate <br />the urgent housing emergencies which will undoubtedly make our health and safety <br />problems unsolvable in any reasonable time frame. We are in crisis mode now. Adding <br />more offices now as requested without significantly more mitigation, defines <br />irresponsibility by the developer, is not the will expressed by the public and could be <br />deemed negligent. <br />The community, and the developer, have stated that the COVID pandemic will have <br />major and lasting impacts on housing, health and the economy. We cannot begin to <br />evaluate these impacts in the short-term. You and staff need more time and expert <br />advice on what to expect and how to prepare. Our past plans are no longer valid given <br />this likely massive change in underlying assumptions. All businesses have been <br />massively impacted by this pandemic. Why would this developer's project be an <br />exception? They are effectively asking you to recklessly ignore the facts. <br />Committed and funded plans need to be in place to mitigate these emergencies before <br />this project can be considered further. Time is needed to put funded and properly <br />updated plans in place. Acting to move forward now could be considered negligent. This <br />Developer's plans and our premature approval now would be a willful disregard for <br />social justice and human life. <br />4 - Negative Financial Impacts to the Community <br />This project will put immense strains on an already overburdened City. Thousands of <br />new workers and residents will swarm to this site during and post construction. The <br />developer is making less than meaningful contribution to the housing deficiencies they <br />are creating with the massive addition of office space proposed, and makes no <br />meaningful mitigation to the massive transportation problems and costs they will leave <br />behind. Approval now before we have a comprehensive financial analysis in place that <br />quantifies these impacts is reckless especially given the projected City deficit for <br />2022-2023 of $9M."' <br />
