EXHIBIT "A" SCOPE OF SERVICES AND FEE I. SCOPE OF WORK Consultant will prepare and file all of the City of Redwood City eligible fiscal year state mandate cost reimbursement claims for which claiming instructions are issued for each fiscal year. In addition, Consultant will prepare and document new or first-time claims, as well as claims that require amendment. Consultant will: 1) Collect all relevant claim data and prepare and file all eligible fiscal year actual cost claims based on the State Controller's claiming instructions issued during the fiscal year. 2) Collect all relevant claim data and prepare and file newly claimable programs for which the State Controller issues claiming instructions during the fiscal year. 3) Provide a minimum of one on-site visit in order to train and inform City staff of appropriate data collection methods. 4) Provide regular project status and SB90 budget updates to the City's designated SB90 coordinator. 5) Provide data collection forms and assistance to the City to prepare new claims that are approved by the CSM (Commission on State Mandates) during the contract period where the minimum cost threshold will be met. 6) Assist the City with mandated cost questions from the State Controller's Office. 7) Assist the City with desk reviews and/or field audits. —A. WORKPLAN Consultant's work plan for the City of Redwood City will be proactive. Consultant's proactive approach for all claims in the included Agreement is as follows: • Schedule at least one site visit per year to conduct meetings and interviews with individual departments and other interested staff affected by each mandate. • Establish a mutually agreeable timeframe and plan for data collection by City staff in order to meet claiming deadlines.
