11/16/2020
13. Geology, Soils and Seismicity Impact GEO-7f: The project could directly or
indirectly destroy a unique paleontological resource or site or unique geological feature.
Mitigation Measures. Mitigation Measure GEO-2 will be implemented for the
Project as provided in the MMRP.
Findings Regarding Impact GEO-7f: The City Council hereby finds that
incorporating the requirements of Mitigation Measure GEO-2 into the Project would
substantially lessen the severity of Impact GEO-7f, such that this potential impact
would be less than significant, because this measure requires procedures for
inadvertent discovery of paleontological resources, including halting all work if such
resources are encountered during construction and specific steps be taken to
protect and preserve significant paleontological resources. This finding is based on
the entire record of proceedings for the Project, including but not limited to the
discussion and analysis set forth on pages GEO 4.7-7 through GEO 4.7-9 of the
Initial Study, which includes a full statement of the impact and applicable mitigation
measures and is hereby incorporated herein in its entirety.
14. Hazards and Hazardous Materials Impact HAZ-9a: The project could create a
significant hazard to the public or the environment through the routine transport, use, or
disposal of hazardous materials.
Mitigation Measures. Mitigation Measures HAZ-1 and HAZ-2 will be
implemented for the Project as provided in the MMRP.
Findings Regarding Impact HAZ-9a. The City Council hereby finds that
incorporating the requirements of Mitigation Measures HAZ-1 and HAZ-2 into the
Project would substantially lessen the severity of Impact HAZ-9a, such that this
potential impact would be less than significant, because Mitigation Measure HAZ-
1 requires hazardous building materials survey prior to building permit issuance for
demolition or renovation activities and abatement, including procedures to remove
and dispose of hazardous material, and Mitigation Measure HAZ-2 requires a site
mitigation plan prior to the issuance of a grading permit and before any substantial
ground disturbance. This finding is based on the entire record of proceedings for the
Project, including but not limited to the discussion and analysis set forth on pages
HAZ 4.9-2 through HAZ 4.9-5 of the Initial Study, which includes a full statement of
the impact and applicable mitigation measures and is hereby incorporated herein in
its entirety.
15. Hazards and Hazardous Materials Impact HAZ-9b: The project could create a
significant hazard to the public or the environment through reasonably foreseeable upset
and accident conditions involving the release of hazardous materials into the environment.
Mitigation Measures. Mitigation Measures HAZ-1 and HAZ-2 will be
implemented for the Project as provided in the MMRP.
ATTY/RESO.0118/PC RESO SOUTH MAIN MIXED -USED PROJECT
REV: 11-03-2020 PR
RESO.
