Geology, Soils and Seismicity Impact GEO-7c: The project could be located on
a geologic unit or soil that is unstable or that could become unstable as a result of the
project, and potentially result in on- or off-site landslide, lateral spreading, subsidence,
liquefaction, or collapse.
Mitigation Measures. Mitigation Measure GEO-1 will be implemented for the
Project as provided in the MMRP.
Findings Regarding Impact GEO-7c. The City Council hereby finds that
incorporating the requirements of Mitigation Measure GEO-1 into the Project would
substantially lessen the severity of Impact GEO-7c, such that this potential impact
would be less than significant, because this measure requires the Project to
provide a final geotechnical report prior to final project design based on additional
site investigations, including determination of the presence of expansive soils, as
necessary and implementing geotechnical recommendations for foundation design
or other measures to conform to the California Building Code, to reduce potential
hazards from unstable soils. This finding is based on the entire record of
proceedings for the Project, including but not limited to the discussion and analysis
set forth on page GEO 4.7-6 of the Initial Study, which includes a full statement of
the impact and applicable mitigation measures and is hereby incorporated herein in
its entirety.
12. Geology, Soils and Seismicity Impact GEO-7d: The project could be located on
expansive soil, as defined in Table 18-1-B of the Uniform Building Code (1994), creating
substantial direct or indirect risks to life or property.
Mitigation Measures. Mitigation Measure GEO-1 will be implemented for the
Project as provided in the MMRP.
Findings Regarding Impact GEO-7d. The City Council hereby finds that
incorporating the requirements of Mitigation Measure GEO-1 into the Project would
substantially lessen the severity of Impact GEO-7d, such that this potential impact
would be less than significant, because this measure requires the Project to
provide a final geotechnical report prior to final project design based on additional
site investigations, including determination of the presence of expansive soils, as
necessary and implementing geotechnical recommendations for foundation design
or other measures to conform to the California Building Code, including retaining a
qualified geotechnical engineer during construction so that recommendations can
be revised, if necessary, to reduce potential hazards from expansive soils. This
finding is based on the entire record of proceedings for the Project, including but not
limited to the discussion and analysis set forth on pages GEO 4.7-6 through GEO
4.7-7 of the Initial Study, which includes a full statement of the impact and applicable
mitigation measures and is hereby incorporated herein in its entirety.
ATTY/RESO.0118/PC RESO SOUTH MAIN MIXED -USED PROJECT
REV: 11-03-2020 PR
RESO.
