11/16/2020 <br />however, that development of the Project will provide specific economic, legal, <br />social, technological and other benefits, including region -wide or statewide <br />environmental benefits that will outweigh the unavoidable significant adverse effects <br />of Impacts CR -1 as set forth in the Statement of Overriding Considerations below. <br />These findings are based on the entire record of proceedings for the Project, <br />including but not limited to the discussion and analysis set forth on pages 3.3-24 <br />through 3.3-25 of the DEIR, which includes a full statement of this impact and these <br />mitigation measures and is hereby incorporated herein in its entirety. <br />9. Geology, Soils and Seismicity Impact GEO-7aii: The project could exacerbate <br />the potential for strong seismic ground shaking. <br />Mitigation Measures. Mitigation Measure GEO-1 will be implemented for the <br />Project as provided in the MMRP. <br />Findings Regarding Impact GE0-7a1i. The City Council hereby finds that <br />incorporating the requirements of Mitigation Measure GEO-1 into the Project would <br />substantially lessen the severity of Impact GEO-7aii, such that this potential impact <br />would be less than significant, because this measure requires the Project to <br />provide a final geotechnical report prior to final project design based on additional <br />site investigations, including determination of the presence of expansive soils, as <br />necessary, and implementing geotechnical recommendations for foundation design <br />or other measures to conform to the California Building Code, including retaining a <br />qualified geotechnical engineer during construction so that recommendations can <br />be revised, if necessary, to reduce potential hazards from strong seismic ground <br />shaking. This finding is based on the entire record of proceedings for the Project, <br />including but not limited to the discussion and analysis set forth on page GEO 4.7-4 <br />of the Initial Study, which includes a full statement of the impact and applicable <br />mitigation measures and is hereby incorporated herein in its entirety. <br />10.
