Cultural Resources Impact CR -2: The Project could cause a substantial adverse <br />change in the significant of an archaeological resource pursuant to CEQA Guidelines <br />Section 15064.5. <br />Mitigation Measures. Mitigation Measures TRIBAL -1 and TRIBAL -2 will be <br />implemented for the Project as provided in the MMRP. <br />Findings Regarding Impact CR -2. The City Council hereby finds that <br />incorporating the requirements of Mitigation Measures TRIBAL -1 and TRIBAL -2 into <br />the Project would substantially lessen the severity of Impact CR -2, such that this <br />potential impact would be less than significant, because Mitigation Measure <br />TRIBAL -1 requires procedures for inadvertent discovery of cultural resources, <br />including halting all work if such resources are encountered during construction and <br />specific steps be taken to protect and preserve significant cultural resources. <br />Mitigation Measure TRIBAL -2 requires training of work crews to identify eligible <br />cultural resources. This finding is based on the entire record of proceedings for the <br />Project, including but not limited to the discussion and analysis set forth on pages <br />3.3-23 through 3.3-24 of the DEIR, which includes a full statement of the impact and <br />applicable mitigation measures and is hereby incorporated herein in its entirety. <br />8. Cultural Resources Impact CR -4: The project, combined with cumulative <br />development, including past, present, and reasonably foreseeable future development, <br />could result in a significant adverse cumulative cultural resources impact. <br />Mitigation Measures. Mitigation Measures TRIBAL -1, TRIBAL -2, CR -1a, <br />CR -1 b, and CR -1 c will be implemented for the Project as provided in the MMRP. <br />Findings Regarding Impact CR -4. The City Council hereby finds that <br />incorporating the requirements of Mitigation Measures TRIBAL -1 and TRIBAL -2 into <br />the Project would substantially lessen the severity of Impact CR -4 regarding <br />archaeological resources, such that this potential impact would be less than <br />significant, because Mitigation Measure TRIBAL -1 requires procedures for <br />inadvertent discovery of cultural resources, including halting all work if such <br />resources are encountered during construction and specific steps be taken to <br />protect and preserve significant cultural resources. Mitigation Measure TRIBAL -2 <br />requires training of work crews to identify eligible cultural resources. The City <br />Council also hereby finds that incorporating the requirements of Mitigation <br />Measures CR -1 a, CR -1 b, and CR -1 c into the Project would substantially lessen the <br />severity of Impact CR -4 regarding built environment historical resources by limiting <br />the cumulative cultural resource impact and loss of historical information associated <br />with demolition of the Perry's Fuel & Feed Shed, however, it would not prevent the <br />loss of a significant historical resource, and the Project's cumulative effect would <br />remain cumulatively considerable. Therefore, the cumulative impact on cultural <br />resources remains significant and unavoidable.
