11/16/2020 <br />demand. <br />Mitigation Measures. Mitigation Measure UTL-1 will be implemented for the <br />Project as provided in the MMRP. <br />Findings Regarding Impact UTL-19a. The City Council hereby finds that <br />incorporating the requirements of Mitigation Measure UTLA into the Project would <br />substantially lessen the severity of Impact UTL-19a such that this potential impact <br />would be less than significant, because the measure would require completion of <br />a utilities evaluation report to identify necessary improvements, and adherence to <br />the report's recommended location and sizing of utilities and necessary <br />improvements to conform with City Engineering Standards. This finding is based on <br />the entire record of proceedings for the Project, including but not limited to the <br />discussion and analysis set forth on pages UTL 4.19-4 through UTL 4.19-6 of the <br />Initial Study, which includes a full statement of the impact and applicable mitigation <br />measures and is hereby incorporated herein in its entirety. <br />23. Utilities and Services Impact UTL-19b: In case of an emergency, development of <br />the proposed project could contribute to a deficit in emergency water supply. <br />Mitigation Measures. Mitigation Measure UTL-2 will be implemented for the <br />Project as provided in the MMRP. <br />Findings Regarding Impact UTL-19b. The City Council hereby finds that <br />incorporating the requirements of Mitigation Measure UTL-2 into the Project would <br />substantially lessen the severity of Impact UTL-19b, such that this potential impact <br />would be less than significant, because the measure requires the Project applicant <br />to contribute funds for the construction of new facilities equivalent to the cost of <br />providing emergency water storage for all proposed uses, to ensure adequate water <br />supply for emergency usage. This finding is based on the entire record of <br />proceedings for the Project, including but not limited to the discussion and analysis <br />set forth on pages UTL 4.19-7 through UTL 4.19-8 of the Initial Study, which includes <br />a full statement of the impact and applicable mitigation measures and is hereby <br />incorporated herein in its entirety. <br />V. Findings Regarding Project Alternatives <br />A. Basis for Alternatives Feasibility Analysis <br />The CEQA Guidelines require that an EIR describe a reasonable range of <br />alternatives that would feasibly attain most of the basic project objectives but would avoid <br />or substantially lessen any of the significant environmental effects of the project, and then <br />evaluate the comparative merits of such alternatives. (Guidelines §15126(a)). Based on <br />the analyses in Chapter 4 of the DEIR, the City has determined that all of the Project's <br />potentially significant environmental effects would be avoided or reduced to less -than - <br />significant levels through implementation of the mitigation measures described in the DEIR, <br />Initial Study, and MMRP, except for the following: <br />ATTY/RESO.0118/PC RESO SOUTH MAIN MIXED -USED PROJECT <br />REV: 11-03-2020 PR <br />Page 26 of 32 <br />RESO.
