The 2018 Project Alternative and Project would result in identical development on Parcels A, B, and F. The 2018 Project Alternative would modify the proposed site plan and associated land uses on Parcel C by including less office space, on Parcel D by including no residential units and instead providing office space, and on Parcel E by including less office space. The 2018 Project Alternative was evaluated in the DEIR (see DEIR pages 5-8 through 5-12). The primary purpose of an EIR's alternative analysis is to identify and evaluate possible alternatives to the Project that can avoid or substantially lessen the Project's significant environmental effects while still achieving the basic objectives of the Project. The applicant determined the following to be their objectives for the Project (see DEIR page 2-7): • Redevelop the property consistent with the land use policies and strategies provided in the Plan Bay Area 2040, EI Camino Real Priority Development Area. • Redevelop the property consistent with the existing Mixed -Use Corridor and Mixed -Use Transitional General Plan and Zoning designations, including policies that guide the growth and development of Redwood City; establish the basis for zoning regulations and guidance; economic development; transportation improvements; sustainability; City services; parks; and cultural and historic preservation. • Facilitate the implementation of the EI Camino Real Corridor Plan's visions, goals, and strategies to make the Corridor safer and more desirable to walk along and across; and policies supporting community benefits, small businesses, local retail, and a range of housing choices along the Corridor. • Redevelop an existing industrial area between the EI Camino Real and Caltrain corridors with attractive and desirable amenities, including housing, Class A office space, neighborhood -serving retail, publicly accessible open space, and child care available to all Redwood City residents. • Create a mixed-use environment that increases vibrancy of the existing area, encourages the reduction of automobile use, and supports activities in Downtown and the EI Camino Corridor. ■ Meet and exceed the City's Affordable Housing Ordinance and Inclusionary Zoning requirements; and support the realization of the DTPP's affordable housing goals. • Provide child care to address Redwood City's existing estimated shortage of childcare/early learning spaces for infants/toddlers, preschool -age children, and school-age children. ■ Support, enhance, and connect to the City's existing and planned open -space network, including opportunities for pedestrian walkways along the adjacent ATTY/RESO.0118/PC RESO SOUTH MAIN MIXED -USED PROJECT REV: 11-03-2020 PR Page 28 of 32 RESO.
