11/16/2020 <br />a. That the proposed use will be consistent with the various elements and <br />objectives of the general plan and any applicable Specific and Precise Plans, and <br />zoning regulations for the subject location. <br />The office or research and development uses on Parcels C and E would meet goals <br />and objectives of zoning and precise plans by locating office within close proximity to <br />the Transit Center to help meet the City's target mode share of 33% per the adopted <br />RWC Moves Transportation Plan. The MUT zoning promotes a creative mix of uses, <br />which the mixed-use proposal provides, including retail, family -friendly entertainment, <br />and child care. This distribution of office within a mixed-use setting also promotes <br />activity and opportunities of shared parking throughout the day and week. The <br />conditional threshold for office and research and development in this zoning district <br />were recently increased, recognizing the advantages of these uses in transitional areas <br />that can support complimentary transit and retail services. <br />On Parcel B, child care use is included the MUT community benefits program and <br />consistent the one of the Council's top three strategic priorities for the City. The <br />entertainment use was incorporated in response to community input received during <br />the outreach process and helps to offset the loss of family friendly entertainment in the <br />community within the last ten years, including the Redwood Roller Rink (roller skating <br />facility) which closed prior to the project submittal and was located on Parcel E -North. <br />b. That the proposed use is compatible with surrounding uses. <br />The office or residential and development uses on Parcels C and E are comparable to <br />the office uses proposed on EI Camino Real and recently approved office projects to <br />the north. The uses are close to downtown (just outside the DTPP area), and the Transit <br />Center (approximately half a mile). The office uses are clustered toward the railroad <br />tracks, providing visual and sound buffers to the surrounding uses. <br />The child care use on Parcel B would be compatible with and would support <br />surrounding uses. Child care services support residential and office uses for working <br />parents and families living nearby. The location of the facility front Lathrop Streets, <br />which has been designed as a bicycle boulevard with traffic calming facilities to support <br />increased bicycle and pedestrian uses. This includes a proposed crosswalk and short <br />term street parking at the entry. The outdoor play space would be adjacent to Cedar <br />Street which would receive good sunlight and the enclosure would reduce impacts of <br />privacy and noise to adjacent uses. <br />The entertainment use on Parcel B would be compatible to existing and proposed <br />surrounding uses. The parcel is located in close proximity to the downtown and falls <br />with an activity node established in the EI Camino Real Corridor Plan. The activity node <br />calls for ground floor active uses along EI Camino Real within walkable clusters to <br />support adjacent retail uses, shared parking for park -once opportunities, and <br />neighborhood supporting services. The entertainment use would also support <br />surrounding retail, office, and residential uses with family friendly options and activities. <br />c.
