Vice Mayor <br />Council Members <br />Ruben Abrica <br />Lisa Gauthier <br />Carlos Romero <br />Subject: Response to San Mateo County Civil Grand Jury regarding body -worn cameras <br />This correspondence is in response to the Civil Grand Jury report entitled "Body Camera — The <br />Reel Truth" that was released on May 24, 2016. The Civil Grand Jury researched and reported on <br />the topic of body cameras used by law enforcement agencies in San Mateo County. The report <br />made four recommendations, two of which (R2 & R4) are directed to the Sheriff of San Mateo <br />County. Recommendations (R1 & R3) are directed to law enforcement agencies in the county <br />including the East Palo Alto Police Department. <br />Recommendation 1 (Rl): The Grand Jury recommends that the Councils of those cities/towns that <br />have not adopted body -worn cameras direct their respective chiefs of police to develop an <br />appropriate body -worn camera implementation plan and advise the public of their plan by <br />November 30, 2016. <br />Response: The East Palo Alto City Council, City Manager, and the Chief of Police are already <br />involved in ongoing discussions regarding the implementation of body -worn cameras. The Chief of <br />Police provides periodic updates on the project at Council meetings and Community meetings. The <br />Chief has requested $90,000.00 in funding for fiscal year 2017/2018 to implement the project and <br />that budget request was presented to the City Council on June 1, 2016. <br />Recommendation 3 (113): The Grand Jury recommends that the police departments of those cities, <br />towns, and the Broadmoor Police Protection District, that have not adopted body -worn cameras, <br />implement a body -worn camera system as soon as practicable but, in any event, no later than <br />October 31, 2017 <br />Response: The Department intends to implement body -worn cameras during Fiscal Year 2017- <br />2018 which begins on July 1, 2017. The funds will not be available until after the fiscal year <br />begins; but, once the funds are available, the Chief of Police will submit a staff report to the City <br />Council seeking approval to purchase the cameras and related equipment from the recommended <br />vendor.
