6.D. - Page 63 of 179 <br />Grand Jury Response Re: <br />August 11, 2016 <br />Page 3 of 3 <br />Response to Body Worn Cameras -The Reel Truth <br />R3. The Grand Jury recommends that the police departments for those cities, towns, and the <br />Broadmoor Police Protection District that have not adopted body -warn cameras implement a <br />body -worn camera system as soon as practical but, in any event, no later than October 31, <br />2017. <br />Response: The recommendations will not be implemented within the time constraints <br />recommended. The City of Daly City and the Daly City Police Department agree that the <br />use of body -worn cameras provide a conduit for increased transparency, decreases citizen <br />complaints through behavior modification of both residents and officers, and provides <br />valuable evidence in both criminal and administrative investigations. The City of Daly City <br />wants to move forward on a body -worn camera system for those reasons; however, due to <br />financial constraints will not have the financial means during the timeframe recommended <br />by the Grand Jury. <br />R4. The Grand Jury recommends that the San Mateo County Sheriff's Office implement a body - <br />worn camera system as soon as practicable but, in any event, no later than October 31, 2017. <br />Response: This recommendation does not pertain to the City of Daly City or the Daly City <br />Police Department. <br />The City of Daly City appreciates the opportunity to provide written responses to the San Mateo <br />County Civil Grand Jury Report on Body Worn Cameras -The Reel Truth.
