The Atherton, Belmont, Foster City, and Menlo Park Police Departments have developed <br />written policies regarding the operations and data retention of body -worn camera systems as <br />well as the protection of the rights of the community and police officers. Hillsborough is in <br />the process of developing a similar policy. <br />Response: The City partially disagrees with this finding. The City of Daly City knows the <br />above mentioned police departments have body -worn camera systems; however we are not <br />familiar with their policies related to operation, retention, and community and officer <br />protection. <br />F5. Many local law enforcement agencies that currently do not employ body -worn cameras <br />acknowledge that these systems are beneficial and will likely be implemented in the future <br />either voluntarily or by mandate. <br />Response: The City agrees with this finding. The City of Daly City and the Daly City <br />Police Department agree that body -worn camera system are effective law enforcement tools <br />to increase transparency, modify behaviors of both officers and citizens, and provide <br />valuable evidence for court prosecution and administrative investigations. The City also <br />agrees that we will voluntarily implement body -worn cameras when funding is available <br />and/or by legal mandate. <br />RECOMMENDATIONS: <br />R1. The Grand Jury recommends that the councils of those cities/towns that have not adopted <br />body -worn cameras direct their respective chiefs of police to develop an appropriate body - <br />worn camera implementation plan and advise the public of their plan by November 30, <br />2016. <br />Response: The recommendation will not be implemented within the time constraints <br />recommended. The Daly City Police Department has done preliminary research on costs <br />associated with full implementation of body -worn cameras. Further analysis needs to be <br />done related to data storage costs, policies and procedures, implementation, and storage and <br />purging of digital data. The Police Department will need to also analyze the workload and <br />need for additional staff to handle a large influx of digital data generated by body -worn <br />cameras, Due to significant budget constraints, the City of Daly City has not budgeted funds <br />for this project in the current two-year budget cycle ending June 30, 2018. <br />R2. The Grand Jury recommends that the San Mateo County Sheriff develop a plan to <br />implement body -worn cameras and advise the public of his plan by November 30, 2016. <br />Response: This recommendation does not pertain to the City of Daly City or the Daly City <br />Police Department. <br />101 <br />
