6.E. - Page 2 of 27 <br />ANALYSIS <br />The City of Redwood City currently has a contract with TEC Accutite for monitoring, inspection, and repair <br />of aboveground storage tanks with some funding budgeted to cover repairs and replacements. However, <br />it is difficult to predict the type and quantity of repairs and replacements that will be required for <br />aboveground storage tanks and monitoring equipment when they are uncovered during the annual <br />inspection program. <br />As part of the routine monitoring and inspection program, TEC Accutite discovered a leak in the <br />aboveground storage tank at Fire Station 11. Upon subsequent testing and inspection, it was determined <br />that the tank leak could not be repaired and that the tank must be replaced. The proposed replacement <br />and a breakdown of their scope and associated costs is as follows: <br />Scope <br />Engineering Plans <br />$7,470 <br />Allowance for Permit Fees <br />$2,750 <br />Permit Processing <br />$2,280 <br />Tank Removal and Disposal <br />$15,220 <br />Tank Pad Preparation — Concrete Work <br />$13,561 <br />New Aboveground Tank Installation — Labor and Equipment <br />$26,650 <br />New Aboveground Tank Installation - Parts <br />$28,332 <br />Total Cost: <br />$96,263 <br />The routine inspections that will be conducted over the term of the Agreement for Services may uncover <br />the need for additional large repairs not currently budgeted for in the original Agreement. Because this is <br />a repair and replacement of a tank monitored, inspected, and repaired by TEC Accutite under contract <br />and future large repairs may be required during the term of the Agreement, staff is requesting <br />authorization for additional funds in the amount of $200,000 to cover the costs above the original contract <br />amount. The City's Purchasing Agent concurs with Public Works Services' recommendation to have TEC <br />Accutite perform this work as an amendment to their general inspection contract. <br />FISCAL IMPACT <br />Funds in the amount of $259,750 are available in the Public Works Equipment Services Fund (791-67230- <br />37). <br />ENVIRONMENTAL REVIEW <br />This project is categorically exempt from CEQA pursuant to the California Code of Regulations, Title <br />14, Division 6, Chapter 3, Article 19, Sections 15301 (Class 1) and 15303 (Class 3). The project is located at <br />an existing public facility and involves replacement of an existing fuel tank.
