6.F. - Page 2 of 3 <br />BAWSCA is governed by a 26 -member Board of Directors comprised of respected community leaders <br />representing the 24 cities and water districts that are member agencies of BAWSCA, and two private <br />utilities that also have appointees to the board, Stanford University and California Water Service <br />Company. <br />ANALYSIS <br />Barbara Pierce retired from the Redwood City Council in December 2015, after 16 years of service. She <br />was first elected to the Redwood City Council in 1999 and was re-elected in 2003 and 2007. She served as <br />Vice Mayor from 2003 - 2005 and Mayor from 2005 - 2007. Ms. Pierce's involvement with water -related <br />issues dates from her service on the Redwood City Council Utilities Committee in 2000, when the city <br />embarked on a long-term water supply strategy. This strategy led to the creation of the City's water <br />conservation program and the planning, construction and implementation of the recycled water project. <br />These efforts have reduced Redwood City's water dependency to below the City's contractual level with <br />the San Francisco Public Utilities Commission (SFPUC). <br />The City Council appointed Ms. Pierce to the BAWSCA Board of Directors in November 2016, for a 4 -year <br />term through June 30, 2021 where she currently serves as Chair of the Board. She has also served as Vice <br />Chair of the Board, and is current a member of the Board Policy Committee. <br />In June 2004, the BAWSCA Board Policy Committee (BPC) was formed to advise the General Manager and <br />Board on matters of policy. Its composition fully reflects that of the board — large and small water <br />agencies; cities; water districts and private utilities; the three counties; and agencies that are totally <br />dependent on the regional system and those that are not. <br />BAWSCA has maintained a protocol to have the immediate past Chair serve on the BPC, and support the <br />incoming Chair to provide a continuity of leadership. In addition, there are a number of water issues that <br />are moving forward in the next few years that are critical to the water supply outlook for Redwood City <br />and all BAWSCA members. <br />In January, the BAWSCA Board will be electing a new Chair, and Ms. Pierce's past and current experience <br />on the BAWSCA Board and knowledge of critical water issues will be invaluable to BAWSCA, its members, <br />and the communities they serve. <br />FISCAL IMPACT <br />There is no direct fiscal impact for this appointment. <br />Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />247 <br />
