6.B. - Page 2 of 7 <br />ANALYSIS <br />To date, the consultant has completed Phase 1 and has substantially completed Phase 2 by providing two <br />drafts of the Residential Design Guidelines and recommendations for the Architectural Permit findings. <br />An extension of funds is required because the project has evolved during the development of Phase 1 and <br />2. Staff recognized the need for significant community input as part of Phase 1 and revised the outreach <br />efforts to maximize the number of residents reached and amount of feedback received. In addition, the <br />original contract stated that Phase 2 would consist of Lisa Wise Consulting in a supporting role to staff <br />who would take the lead in developing the full draft of the guidelines. Due to staff resource constraints, <br />it was agreed that the consultant would lead the development of multiple drafts of full illustrated <br />guidelines for City staff review. <br />The additional funds are necessary in order to complete the project, which still includes a joint Planning <br />Commission and Architectural Advisory Committee study session on the draft design guidelines, additional <br />community feedback on the draft guidelines, Planning Commission and City Council adoption of the design <br />guidelines, and the revisions to the Architectural Permit findings. <br />FISCAL ANALYSIS <br />The original contract was funded through the long-range planning account and the contract amendment <br />will be funded from the same account in the Community Development and Transportation Department <br />budget. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved through the City's communications channels and by posting the agenda, <br />with the agenda items being listed, at least 72 hours prior to the meeting. <br />ALTERNATIVES <br />Do not authorize execution of the Amendment and direct staff to pursue alternate means of completing <br />the Residential Design Guidelines. <br />Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />27 <br />
