6.H. - Page 2 of 36 <br />The 2008 Dump Truck will need to be replaced with a truck that meets the same specifications listed in <br />the 2019 NIB. Given the relatively short time that has transpired since the initial bidding process was <br />conducted, GGTC has agreed to honor the bid price of $143,336 for an additional 2020 Freightliner dump <br />truck that meets the specifications of the 2019 NIB. <br />ANALYSIS <br />Section 2.67.4(C) of Chapter 2 in Article VII of the City's Municipal Code authorizes the purchase of goods, <br />materials, equipment, supplies and support services by negotiated contract and without a competitive <br />bidding process, when the City Council determines that, due to the nature of the goods, materials, <br />supplies, equipment, or support services, a competitive bidding process is not likely to serve the best <br />interests of the City or to result in the lowest price. Such motion shall be approved only on the affirmative <br />votes of at least five members of the City Council. <br />In this circumstance, given the relatively short time that has passed since the 2019 NIB was awarded to <br />GGTC, the City's need for equipment with identical specifications, and GGTC's willingness to honor its <br />original bid price, it is not likely that a new solicitation would serve the best interests of the City or result <br />in the lowest price. Staff recommends approval and authorization for the City Manager to execute an <br />agreement to purchase one new 2020 Freightliner dump truck in the amount of $143,336 from Golden <br />Gate Truck Center of Oakland, CA. <br />FISCAL IMPACT <br />Funds are available in the Fiscal Year 2020-21 Equipment Replacement Fund to purchase one new 2020 <br />Freightliner M2 106 12 -foot Dump Truck. This amount will be subsequently recovered from the user <br />department's operating budget through vehicle replacement charges in future years. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />374 <br />
