6.J.- Page 2of15 <br />Under the terms of the agreement, the specific amount of the 2020 COLA salary increase for POA was to <br />be based on market mean/median as determined through a compensation survey for comparable cities <br />based on data available as of September 1, 2020, with a minimum of a two and one-half percent (2.5%) <br />increase and a maximum of a three and one-half percent (3.5%) increase. The survey has been completed <br />and a 3.5% COLA is required to fulfill the terms of the agreement. <br />ANALYSIS <br />The City currently has multi-year agreements with employee organizations that govern employee <br />compensation. All represented employees and unrepresented management employees (with the <br />exception of the City Manager and City Attorney) are receiving COLAs in Fiscal Year 2020-21 under the <br />terms of these agreements; the City Manager and City Attorney are not receiving COLAs or other salary <br />adjustments in Fiscal Year 2020-21. The proposed COLA increase for the POA fulfills the terms of the <br />Memorandum of Understanding (MOU) with the POA and is included within the FY 2020-21 Revised <br />Budget. Agreements with employee organizations conclude over the next year, and the City will negotiate <br />new agreements with employee organizations. Based on the results of the compensation survey for <br />comparable cities, the recommended COLA increase of three and one-half percent (3.5%) effective <br />retroactive to September 14, 2020 is in accordance with Memorandum of Understanding (MOU) <br />requirements for POA. <br />FISCAL IMPACT <br />The formula for calculating the POA COLA increase was previously approved by the City Council in 2018, <br />and funds are included in the Fiscal Year 2020-21 Revised Budget. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />419 <br />
