Nita Spangler was very active in preserving open space and historic resources. <br />The home could also be eligible under Criteria 3 of the California Register because the home embodies <br />distinctive characteristics of the Bay Area Tradition, as defined by historian David Gebhard. The home uses <br />vertical redwood siding, broad eaves in the gabled roof, and exposed rafters. The flat -roofed covering of <br />the entrance porch are also elements characteristic of mid -20th century domestic architecture. <br />Properties designated as historic landmarks are protected from demolition, alteration, removal, or <br />relocation unless reviewed and recommended by the HRAC and then approved by the Planning <br />Commission at a public hearing. Chapter 40 does not prevent legally permitted and reasonable use(s) of <br />properties designated as historic landmarks, and it allows for ordinary maintenance and repair so long as <br />the work does not involve a change in the design, material or external appearance of the property. <br />Figure 3: Front Entrance to 970 Edgewood <br />MILLS ACT CONTRACT <br />If the property is deemed to be historic under Redwood City's designation criteria, then the home would <br />qualify for consideration of a Mills Act Contract. Mills Act Contracts, are considered by numerous local <br />governmental agencies and preservationists throughout California as one of the most beneficial historic <br />preservation incentives available today.
