8.A. - Page 29 of 51 The City has increased its sewer rates each year for the past 10 years. Rate increases have accounted for the anticipation of increased funding needs for the City's collection system capital improvement program, the City's pro rata share of the Authority's capital improvement program, and the City's sewer enterprise operating cost inflation. These rates were adopted pursuant to Article XIIID of the California Constitution. See "CONSTITUTIONAL LIMITATIONS ON APPROPRIATIONS - Articles XIIIC and XIIID" in the forepart of this Official Statement. Following a comprehensive rate study and public input process in compliance with Article XIIID of the California Constitution, the Redwood City Council's Utilities Committee approved proposing 4.5% rate increases for each of fiscal years 2019-20, 2020-21 and 2021-22. The City held a hearing on June 10, 2019, in compliance with Article XIIID of the California Constitution. The three-year increases were adopted by the Redwood City Council on June 24, 2019 and took effect on August 1, 2019. There can be no assurance that future proposed rate increases will be approved following protest opposition under the Proposition 218 process. On October 26, 2020, City Council adopted the Fiscal Year 2020-21 budget for the Wastewater Enterprise. The Wastewater Enterprise budget for Fiscal Year 2020-21 is approximately $425,000 less than Fiscal Year 2019-20. The majority of reductions relate to reductions in consultant services, supplies and repairs of miscellaneous equipment.
