<br />ADOPTED ANNUAL SEWER SERVICE CHARGES

<br />The Contract Agencies' charges are placed on the secured tax roll and are included on San Mateo
<br />County's Teeter Plan, under which San Mateo County pays each agency for the full amount of sewer service
<br />charges assessed on San Mateo County's tax rolls, regardless of delinquencies. The County has not notified
<br />the City of any plans to modify the Teeter Plan as a result of the COVID-19 outbreak. Sewer service charges
<br />for Kensington Square SMD and Oak Knoll SMD are paid to the City bi-annually. Sewer service charges for
<br />Edgewood SMD are paid annually to the City. Sewer service charges for Fair Oaks SMD and Emerald Lake
<br />Heights SMD are paid quarterly to the City.
<br />Property taxes on the secured roll are due in two installments, on November 1 and February I of each
<br />fiscal year, and if unpaid become delinquent on December 10 and April 10, respectively. Asa result of the
<br />coronavirus outbreak (the caption "CERTAIN PARTICIPATING MEMBER RISK FACTORS—
<br />Coronavirus" in the forepart of the Official Statement), the Governor signed Executive Order N-61-20 ("Order
<br />N-61-20"). Under Order N-61-20, certain provisions of the State Revenue and Taxation Code are suspended
<br />until May 6, 2021 to the extent said provisions require the County tax collector to impose penalties, costs or
<br />interest for the failure to pay secured or unsecured property taxes, or to pay a supplemental bill, before the
<br />date that such taxes become delinquent, subject to certain conditions set forth in in Order N-61-20. The City
<br />does not expect the Order N-61-20 to materially adversely impact the timing or amount of receipt of the
<br />charges from the sewer districts by the City.
<br />Billing and Collection
<br />The City issues a combined utility bill to each of its customers for water, sewer, and solid waste
<br />collection services (the City acts as the billing and collection agent for Recology of San Mateo County, a
<br />private company that performs solid waste collection services under a franchise agreement with the City).
<br />The City bills its utility customers on a bi-monthly basis for residential customers and a monthly basis for
<br />commercial customers. The utility bills are due and payable within 30 days of the bill date. If not paid within
<br />30 days, the utility bill is delinquent, a reminder notice is mailed to the customer and assessed a 1.5% interest
<br />charge, and if still unpaid 40 days after the initial bill has been issued, a second delinquency notice is mailed
<br />indicating that water may be shut off if the bill remains unpaid and a 5% interest penalty charge is assessed.
<br />If the utility bill is delinquent for 60 days, utility services will be disconnected until payment is made. The
<br />reconnection fee ranges from $20 to $100 if paid during business hours, $464 if paid after business hours.
<br />In response to the recent novel coronavirus outbreak described under the caption "CERTAIN
<br />PARTICIPATING MEMBER RISK FACTORS—Coronavirus" in the forepart of the Official Statement,"
<br />on April 2, 2020, Governor Newsom signed an executive order, which among other things, suspends the
<br />authority of water systems, such as the City, to suspend water service for non-payment. The City includes the
