11/16/2020 <br />WHEREAS, the Environmentally Preferred Purchasing Policy considers the <br />environmental impacts of manufacturing, use, transport, and disposal of products; <br />and <br />WHEREAS, the Environmentally Preferred Purchasing Policy is included as <br />a greenhouse gas reduction strategy in the 2030 Climate Action Plan; and <br />WHEREAS, the Environmental Initiatives Subcommittee recommended <br />approval of the Climate Action Plan and the Environmentally Preferred Purchasing <br />Policy. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF REDWOOD CITY AS FOLLOWS: <br />Section 1. The City Council finds that the 2030 Climate Action Plan is <br />within the scope of the General Plan Final Environmental Impact Report (EIR) and <br />no further environmental review is required under the California Environmental <br />Quality Act (CEQA) based upon the following: <br />Finding: No further environmental review is required under CEQA. <br />Evidence: CEQA Section 15162 (Subsequent EIRs and Negative <br />Declarations) provides that no subsequent environmental review is required <br />when there are no substantial changes in a project, no new or increased <br />environmental effects anticipated by a project, or any new information about <br />a project revealed since the adoption of an Environmental Impact Report <br />(EIR). A General Plan Final EIR was prepared and certified by the City <br />Council on October 11, 2010, in connection with the adoption of the 2010 <br />General Plan. Here, no subsequent environmental review is required <br />because impacts related to the development and implementation of a <br />climate action plan were identified, analyzed, and mitigated, where <br />applicable, in the Redwood City General Plan EIR. Staff also prepared a <br />memo cross-referencing General Plan goals, policies, and programs with <br />implementing 2030 Climate Action Plan strategies and measures, which <br />further supports the conclusion that the proposed 2030 Climate Action Plan <br />falls within the scope of the General Plan and its EIR. The 2030 Climate <br />Action Plan does not propose any goals, policies, or implementation <br />measures that are inconsistent with the General Plan, and does not require <br />additional CEQA analysis. <br />Section 2. The City Council hereby adopts the City of Redwood City 2030 <br />Climate Action Plan, attached hereto as Exhibit "A". <br />Section 3.
