The Facilities will benefit the properties in the <br />CFD. <br />This City Council hereby determines that the Services are necessary to meet increased <br />demands placed upon the City as the result of construction of the Facilities and of anticipated <br />future development or redevelopment within the CFD. The Facilities will benefit the properties in <br />the CFD. <br />Section 9. Responsible Official. The Administrative Services Director (or designee) <br />of the City of Redwood City, 1017 Middlefield Road, Redwood City, California (650) 780-7220, <br />is the officer of the City who will be responsible for preparing annually a current roll of special <br />tax levy obligations by assessor's parcel number and who will be responsible for estimating <br />future special tax levies pursuant to the CFD Law. <br />Section 10. Tax Lien. Upon recordation of a notice of special tax lien pursuant to <br />Section 3114.5 of the Streets and Highways Code of California, a continuing lien to secure each <br />levy of the Special Taxes shall attach to all nonexempt real property in the CFD and this lien <br />shall continue in force and effect until the Special Taxes obligation is prepaid and permanently <br />satisfied and the lien canceled in accordance with law or until collection of the Special Taxes by <br />the City ceases. <br />Section 11. Appropriations Limit. In accordance with the Act, the annual <br />appropriations limit, as defined by subdivision (h) of Section 8 of Article XIII B of the California <br />Constitution, is hereby preliminarily established at $25,000,000, and said appropriations limit <br />shall be submitted to the voters of the CFD as hereafter provided. The proposition establishing <br />said annual appropriations limit shall become effective if approved by the qualified electors <br />voting thereon and shall be adjusted in accordance with the applicable provisions of the Act. <br />Section 12. Election. Pursuant to the provisions of the CFD Law, the proposition of <br />the levy of the Special Taxes and the proposition of the establishment of the appropriations limit <br />specified above shall be submitted to the qualified electors of the CFD at an election. The time, <br />place and conditions of the election shall be as specified by a separate resolution of the City <br />Council. <br />Section 13. Tender. This City Council reserves to itself the right and authority to allow <br />any interested owner of property in the CFD, subject to the provisions of Section 53344.1 of the <br />Act and as it may otherwise impose, and further subject to any applicable prepayment penalties <br />prescribed in the documents governing issuance of any bonds of the City for the CFD, to tender <br />to the City Manager (or designee) in full or partial payment of any installment of special taxes or <br />the interest or penalties thereon which may be due or delinquent, but for which a bill has been <br />received, any bond or other obligation secured thereby, in the manner described in Section <br />53344.1 of the Act. <br />Section 14. California Environmental Quality Act. The City Council hereby adopts <br />and incorporates by reference as though fully set forth herein its findings related to the Facilities <br />in Resolution No. 15900 adopted on October 26, 2020, for purposes of complying with the <br />California Environmental Quality Act (California Public Resources Code, Section 21000 et seq.). <br />Section 15.
