S.A. - Page 1 of 29 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />\:3aAW <br />DATE: December 7, 2020 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Memorandum of Understanding and Grant Agreement forthe Bayfront Canal and Atherton Channel Flood <br />Protection and Ecosystem Restoration Project <br />RECOMMENDATION <br />1. By motion, approve and authorize the City Manager to execute Amendment No. 2 to the Local Project <br />Sponsor Agreement between the Association of Bay Area Governments/San Francisco Estuary <br />Partnership and City of Redwood City; and <br />2. By motion, authorize the City Manager to execute a Memorandum of Understanding with the City of <br />Menlo Park, Town of Atherton, County of San Mateo and the Flood and Sea Level Rise Resiliency <br />District, subject to any minor, clarifying and conforming changes approved by the City Attorney, and <br />authorizing a maximum City contribution towards completion of the project in the amount of <br />$2,658,000 under the terms of the MOU. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Public Safety <br />BACKGROUND <br />The Bayfront Canal and Atherton Channel, together, collect stormwater from a watershed that includes <br />the City of Redwood City, City of Menlo Park, Town of Atherton, Town of Woodside and unincorporated <br />San Mateo County, before discharging the stormwater flows to the San Francisco Bay at Flood Slough. The <br />Bayfront Canal begins in Redwood City near Douglas Court and runs west to east along the southern edge <br />of salt ponds owned by Cargill until reaching Flood Slough near Marsh Road. The Bayfront Canal receives <br />the majority of its runoff from the areas south of US Highway 101, including areas in Redwood City, Menlo <br />Park, and the County unincorporated area of North Fair Oaks. The Atherton Channel discharges directly <br />into the Bayfront Canal near Marsh Road before the Bayfront Canal drains into Flood Slough and the Bay <br />adjacent to Bayfront Bedwell Park in Menlo Park.
