S.A. - Page 2 of 29 <br />Redwood City and Menlo Park, the Towns of Woodside and Atherton, and the unincorporated areas of <br />San Mateo County. <br />The drainage areas along the Bayfront Canal and Atherton Channel are subject to frequent flooding due <br />to capacity constraints of the Bayfront Canal and Atherton Channel. These capacity issues generally arise <br />when high tides align with large storm events. During a flood event, areas in Atherton, Redwood City, <br />Menlo Park, and the County are impacted by flooded streets, residences, and businesses, particularly in <br />areas adjacent to the Bayfront Canal and Atherton Channel. <br />To address the flooding in the area, the City evaluated various flood improvement alternatives and <br />initiated preliminary designs forthe Bayfront Canal and Atherton Channel Flood Protection and Ecosystem <br />Restoration Project (BC/AC Project) in 2011. The City reached out to the Coastal Conservancy to integrate <br />the BC/AC Project with the Coastal Conservancy's efforts on the South Bay Salt Pond Restoration Project. <br />This integrated project would direct stormwater to the South Bay Salt Ponds to both enhance the habitat <br />within the ponds and serve as stormwater detention of the stormwater flows from the Bayfront Canal and <br />Atherton Channel. <br />The City obtained funding from Department of Water Resources (DWR) through an application submitted <br />by the Association of Bay Area Governments (ABAG) and San Francisco Estuary Partnership (SFEP) for the <br />Project. ABAG was awarded an Integrated Regional Water Management Grant (Grant) in the amount of <br />$20 Million on February 14, 2014. On June 26, 2017, the City Council authorized the City Manager to <br />execute a Local Project Sponsor agreement (LPS Agreement) with ABAG/SFEP, which would provide grant <br />funding in the amount of $1,135,000. On December 17, 2018, the City Council authorized the City <br />Manager to execute Amendment 1 to the LPS Agreement, which increased the grant funding by an <br />additional $103,000 and extended the grant term to December 31, 2020. <br />The City also continued its efforts to coordinate with regional stakeholders, which resulted in additional <br />collaboration with other agencies within the watershed. On October 2, 2017 the City Council authorized <br />the City Manager to execute an initial Memorandum of Understanding among the City of Redwood City, <br />Town of Atherton, City of Menlo Park and the County of San Mateo. The initial Memorandum of <br />Understanding had a not -to -exceed cap of $1,000,000 to cover expenditures related to planning, <br />engineering, environmental permitting and right-of-way access rights for the BC/AC Project among the <br />agencies. <br />ANALYSIS <br />Staff seeks City Council approval of two documents: an amendment to the Local Project Sponsor <br />Agreement, and a new MOU developed among Redwood City, Menlo Park, Atherton, San Mateo County <br />and the new Flood and Sea Level Rise Resiliency District (FSLRRD) to address project pre -construction, <br />construction, and post -construction responsibilities and funding obligations through a five-year period <br />following the completion of construction. These are described further below. <br />Local Proiect Sponsor (LPS) Agreement Amendment <br />The LPS Agreement allows the City to submit invoices to ABAG/SFEP, which in turn, will submit to DWR <br />for reimbursement of costs incurred for construction of the BC/AC Project.
