6.E. - Page 3 of 272 <br />In an effort to make it easier for downtown patrons to find parking, the City issued a Request for Proposals <br />(RFP) for an automated parking guidance system in February 2020. Staff received six proposals by the April <br />10, 2020 deadline. Community Development and Transportation staff participated in the review and <br />evaluation process. RCIA reviewed the submissions, but were not part of the selection panel. <br />Of the six proposals received, four were deemed responsive. The four responsive proposals were reviewed <br />by the selection panel and ranked. Evaluation criteria included least cost/best value (including system <br />features, scalability, and the ability to integrate with other parking systems), qualifying experience and <br />references, and the ability to meet schedule goals. The three highest -ranked proposals were interviewed <br />virtually on July 8, 2020. The City's selection panel then ranked each of the three vendors based on their <br />interviews and their proposals. From this evaluation process, Cleverciti Systems, Corp. ("Cleverciti") was <br />selected as the preferred vendor for the project. <br />For the last 10 years, Cleverciti has provided comprehensive, high-tech solutions for outdoor and on -street <br />parking detection, monitoring, and guidance. Cleverciti has completed over 200 installations, with the <br />majority in Europe, but they are expanding rapidly in the United States. They have public agency <br />installations in the cities of San Antonio, Texas and Bellevue, Washington. The company also has private <br />parking facility operations at Verizon 5G in San Jose, One Paseo in Del Mar, and Manhattan Village in <br />Manhattan Beach. Cleverciti has identified Redwood City as an opportunity to showcase their system and <br />its capabilities in Northern California. Cleverciti's system enhances customer convenience, allowing <br />customers to streamline the parking experience by quickly and efficiently finding available parking <br />through their preferred source — signs, mobile apps, or websites.
