6.C. - Page 1 of 28 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />Ago/ <br />DATE: December 21, 2020 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Approval of a Municipal Facilities Master License Agreement with San Mateo County for installation, <br />operation and maintenance of wireless, cellular telephone and/or data communications equipment in the <br />Redwood City public right-of-way <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute a Municipal Facilities Master License <br />Agreement with San Mateo County for installation, operation and maintenance of wireless, cellular <br />telephone and/or data communications equipment in the Redwood City Public Right -of -Way, with <br />changes as authorized by the City Manager and the City Attorney. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Communication and Community Building <br />BACKGROUND <br />As the COVID-19 pandemic has forced the closure of schools and transition to distance learning for so <br />many students, a June 2020 survey of San Mateo County school districts found that more than 4,400 <br />elementary and high school students did not have access to laptops and/or WIFI connectivity in their <br />homes. <br />Redwood City has identified bridging the digital divide as one of our key priorities in responding to and <br />recovering from the pandemic. Shortly after remote learning was instituted in the spring, the Redwood <br />City Library assisted approximately 65 students by providing hotspots and, in some instances, <br />Chromebooks or iPads until the school district could provide equipment in the fall. The City has partnered <br />with Project Read to distribute 100 Chromebooks and approximately 50 hotspots to an additional 100 <br />students, and anticipate serving an additional 60 students in the near future.
