PROPOSAL

M-Group proposes the following scope of work in response to the request
from Redwood City ("City") to manage the planning of a 19 lot residential
subdivision at Laurel Way and process the application on behalf of the City.

Redwood City is one of the Peninsula cities located at the midpoint of the
San Francisco Bay Area and is characterized by a charming downtown and
rolling hillsides. The residents of the City have a strong sense of
community. The City is primarily a residentially built out community.

Recently, the City of Redwood City received a planning application to
construct single family homes on Laurel Way - a hillside area in western
Redwood City. While the eastern portion of the street is developed with
single family residences, the western portion (project site area) consists
mostly of undeveloped parcels. The proposal seeks to present a scope of
work in order to manage the Laurel Way Residential Subdivision in a
manner that addresses the concerns of the City and the existing Laurel Way
neighborhood. M-Group believes that through a combination of thoughtful
planning and community input, the planning process of the proposed
development project at Laurel Way can be successfully managed.

M-Group proposes the following scope of work to assist with the planning
process of the Laurel Way residential subdivision:

1.0 Review existing studies, materials
2.0 Kick-off meeting with City Staff/Site Visits (as needed)
3.0 Meetings with City Staff on the project (up to eight 8
meetings)
4.0 Existing Conditions Analysis
5.0 On-going Coordination with City Staff
6.0 On-going Coordination with EIR consultant
7.0 On-going Coordination with Applicant
8.0 On-going Communication with Interested Parties
9.0 Community Meeting (1)

M-GROUP
proposal

4
