<br />Council's direction and it work with the appellant/applicant to move the project <br />forward. <br /> <br />MIS Hartnett/Bain to uphold the appeal, subject to the condition that the Zoning <br />Administrator review and approve the color of the roof, the finish and that it be non- <br />reflective. <br /> <br />Certain Council members expressed interest in having a policy on this issue. <br />Council discussed looking at other cities and comparing what is being done there. <br />It was suggested that the Architectural Review Committee be used to look at <br />projects on a case-by-case basis and provide a recommendation. Council <br />appreciated being given the choice to make this decision rather than staff. It was <br />mentioned that the house has already been approved and so this is only one part of <br />the whole. Council stated that it would like to be ahead of the curve and having the <br />opportunity to make this deliberation tonight. City Attorney Yamamoto clarified that <br />because the texture and color are included in the motion the "non-reflective" could <br />be omitted. <br /> <br />M/S HartnettlBain to uphold the appeal subject to the condition that <br />the Zoning Administrator review and approve the color of the roof <br />and its finish. MO-oS-023 <br /> <br />Motion carries unanimously by a roll call vote. <br /> <br />Dr. Fee thanked the Council for its decision. <br /> <br />a Solid Waste Collections Rate Increase <br />Mayor Foust welcomed additional protests on this issue. <br /> <br />Brian Ponty, Finance Director, presented the report saying that six letters of <br />protest were received out of 18,000 notices that were mailed out. He <br />provided details on the change in the rate structure (slide presentation on <br />file). He explained the difference between the various rate structures and its <br />implications for the consumer. <br /> <br />Mayor Foust opened the public hearing. There was no public comment. <br /> <br />M/S Ira/Pierce/ to close the public hearing. Motion carries unanimously <br />by ran can vote. <br /> <br />Council Member Howard asked if any of the protests were related to financial <br />hardship.
