<br />Charles Jany, Principal Planner, presented the staff report (slide presentation on <br />fite). He exptamed that the texture is the main issue and it how staff considered this <br />a policy decision. Mr. Jany provided details about the proposed roof and the overall <br />project. <br /> <br />The appellant/applicant, Dr. Willard E. Fee Jr. and Patricia Cunningham, were <br />invited to address the CounciL Dr. Fee asked that Council accept the requested roof <br />as an architectural and functional element. He asked Council to have a change in its <br />mindset. Dr. Fee explained the solar panels he plans to install. He shared a <br />sample of the material he wants to use and provided details on it. Ms. Cunningham <br />addressed Council and explained her outreach to neighbors. Eugene Sakai, the <br />architect, who designed the project, spoke about the proposed design and the roof <br />lines as well the overall look and feel of the area. Mr. Sakai mentioned the Frank <br />Uoyd Wright design as one that fits the area. The appellant/applicant made <br />comments about other jurisdictions and how he finds this to be a reasonable <br />request. <br /> <br />Mayor Foust opened the public hearing. There was no public comment. <br /> <br />M/S Ira/Hartnett to close the public hearing. Motion carried by unanimous <br />roll call vote. <br /> <br />The notification process was discussed and staff clarified that within a 300-foot <br />radius neighbors were notified. Mr. Jany responded to questions by Council and <br />said that the issue is not the color but its appearance. Jill Ekas, Planning Manager, <br />provided details on the notification timing. Mayor Foust stated that for future cases <br />the notification to the applicant/appellant needs to be improved. Staff explained that <br />an anonymous protest was received. Blake Lion, Zoning Administrator, clarified <br />that the issue of metal roofs was taken to the Architectural Review Commission as a <br />general discussion topic. Staff responded to questions from Council and requested <br />Council direction on this issue. <br /> <br />Council discussed issues related to neighborhood, the implications of this proposal <br />and the fact that this is an area where the architectural character is changing. Staff <br />responded to questions about the other elements of the proposal. Council <br />discussed the transition that some neighborhoods are going through, and how the <br />issue of neighborhood compatibility might be chaltenging. The appHcant responded <br />to Council questions about the placement of the solar panels. The reflective nature <br />of the roof was discussed. Staff expressed its concerns with the reflectivity. Mr. <br />Sakai answered questions regarding the paint finish. The architect Mr. Sakai <br />proposed a condition to address the reflectivity. <br /> <br />Mayor Foust stated that it is important to be adaptive and receptive to change. She <br />believes that this house adds some value to the neighborhood and she supports <br />this action. The matter was also referred back to the Architectural Review <br />Committed for a discussion.
