The sampling and analytical results taken from soil and groundwater <br />indicated the presence of low concentrations of total extractable petroleum <br />hydrocarbons (TEPH), and concentrations of semivolatile organic compounds (SVOC) <br />above laboratory reporting limits. <br /> <br />After reviewing the Phase II Environmental Site Assessment, the County of San Mateo <br />Environmental Health required further testing and analysis of the soil and groundwater, <br />which are summarized in the Report on Additional Evaluation of Soil and Groundwater, <br />April 17, 2006. The County then required the preparation of a risk assessment, <br />Focused Risk Assessment, April 11, 2007 to address the following specific issues: 1) <br />potential soil exposure to polynuclear aromatic hydrocarbons (PAHs) by the proposed <br />childcare facility, 2) evaluate PAHs detection limits in groundwater relative to potential <br />future use of groundwater as a domestic water supply for the future development on- <br />site, and 3) exposure to aquatic life from potential discharge of groundwater to <br />Redwood Creek. <br /> <br />In summary, Green Environment, Inc., the consultant retained by the Agency to the <br />conduct environmental assessments, recommended either removing or capping the <br />soils containing elevated concentrations of PAHs to a standard for residential <br />development. Agency staff proposes to excavate and dispose of the soils. Within the <br />timeframe of DTSC's approval of the Removal Action Workplan, one of the key tasks <br />described in the Environmental Oversight Agreement, Agency staff will issue a request <br />for proposal for development of the site. <br /> <br />AL TERNA TIVES <br />Do not enter into an Environmental Oversight Agreement with the Department of Toxic <br />Substance Control, which by default, would put the necessary approvals under the <br />jurisdiction of the San Mateo County Environmental Health, thereby possibly extending <br />the timeframe to obtain the closure letter and immunity. <br /> <br />FISCAL IMPACT <br />OTSC requires payment for its staff time to oversee the remediation of an amount not to <br />exceed $18,100. <br /> <br />/..........\ I ' <br />\ ! <br />.
