<br />7A <br />Page 1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the CUy Manager <br /> <br />April 14, 2008 <br /> <br />Subject <br />Proposed Initiative Measure Amending the Charter of the City of Redwood City - San <br />Francisco Bay Front and City Park Land <br /> <br />Recommendation <br />Discussion of the Proposed Initiative Measure <br /> <br />Background <br />On March 13, 2008, a notice of circulation of petition with respect to amending the City <br />charter was submitted to the City Clerk. This fHing triggered a fifteen (15) day period in <br />which the City Attorney was to prepare and release a ballot title and impartial summary. <br />The barrot titre and summary was released on March 28, 2008. On April 2, 2008, the <br />proponents of the proposed charter amendment posted the notice of circulation and ballot <br />title and summary. Pursuant to the California Elections Code, the proponents have one <br />hundred and eighty days within which to secure signatures of at least 15% of the registered <br />voters in the City of Redwood City. Assuming such signatures are secured, the signed <br />pemions win need to be returned to the City Clerk who win be required to verify the number <br />of valid signatures obtained. If sufficient signatures are obtained, the proposed <br />amendment wilt be presented to the city council to have the matter placed on the baltot of a <br />special election. <br /> <br />As set forth in the ballot title and impartial summary, this measure proposes to change the <br />process for "Open Space Lands" identified in the measure. Any legislative action that <br />would permit any use of those lands other than for agriculture, public parks, restored <br />wetlands, or certain extractions from the Bay, would require approval by at least two-thirds <br />of the city's voters at a generat or special election. <br /> <br />In brief, the proposed measure affects the five general plan designations listed below: <br /> <br />1. Parks (General Plan designation); <br />2. Open Space (General Plan category) <br />a. Unimproved Areas (Land or Water) Devoted to Preservation of Natural <br />Resources, the Managed Production of Resources, Outdoor Recreation and <br />Public Health and Safety (General Plan designation) <br />3. Urban Reserve (General Plan category) <br />a. Future Development Expanding Limits of Urbanization (General Plan <br />designation) <br />b. Controlled Waterways (General Plan designation) <br />c. San Francisco Bay Water (General Plan designation) <br /> <br />1 <br />
