The proposed measure affects the following two zoning districts:

7A
Page 2

1. Tidal Plain
2. Redwood Shores Bay Front.

In examining both the General Plan and Zoning Maps for the City of Redwood City, it is
clear that other than federal, state, county or special district lands, this measure would
affect the use of the City's park lands for non-park and non-recreation uses and future
changes to the current authorized use of five (5} private~y held areas of land. They are:

1. Cargitl salt ponds (marked lLA" on map)"';
2. Docktown Marina (marked ~B" on map)*;
3. marsh land south of Galveston Drive, adjacent to Redwood Creek (marked "C"
on map )*;
4. wetland area of Preserve at Redwood Shores (marked "0" on map)";
5. Oracle parcel along Belmont slough (marked "E" on map)".

'"(map to appear on power point presentation)

Staff and Tom Willis, Esq., special erection counsel will be avaifabte during the city
council's discussion.

Fiscal Impact
The impacts for the City Clerk Department are related to staff resources needed to perform
the prima facie review. Once proponents of the measure submit petition, staff resources
will be needed to review the format of the petitions, count the raw number of signatures,
and verify that each petition book meets the legal specifications. The current budget does
not include funds to complete these tasks. Thus, the County of San Mateo will have to
either perform a random sampling of the signatures submitted, estimated costto be $2,200
or a 100% check of signatures submitted in which case it is estimated these services will
cost about $6,500. If the measure qualifies and is placed on the November 2008 ballot,
the anticipated cost of such special election is $45,000, the full amount of which wUl need
to be placed in the City Clerk's FY 2008-09 budget.

Peter Ingram
Interim City Manag r

../1-.

2
