6.B. - Page 2 of 117 <br />ANALYSIS <br />The right-of-way was dedicated to the City as an easement for sewer, ingress, egress and incidental <br />purposes in a deed document recorded on February 2, 1893. There was no mapping for the area depicting <br />the roadway at the time of dedication, but it has been delineated on subsequent mapping. A title report <br />was also obtained to show the ownership of the parcel, and although the title shows that the City may <br />have an interest in the ownership, the DA requires the City to relinquish that interest in the property. <br />The Streets and Highways Code Section 8300 authorizes the vacation of public rights-of-way by an order <br />of City Council. The general vacation, once complete, will relinquish the City's interest in the right-of-way, <br />and the right-of-way will revert to the fee owners, who are 1548 Maple, LLC. <br />The City plans to vacate the right-of-way only when Strada dedicates a right-of-way easement and public <br />service easement through the development, and the improvement agreement for the Strada <br />development is recorded. The easement proposed for vacation is referred to in the DA as the Maple <br />Street Vacation Area, and is more particularly described in a legal description and plat map attached to <br />this report as exhibits to the proposed resolution and has a total area of 20,037 square feet. In exchange <br />for the vacated area, the development is proposing the dedication of a 43,746 square foot portion of their <br />property for public street purposes, and which the DA refers to as the Blomquist — Developer Segment. <br />The terms of this land exchange are described within the approved DA. <br />FISCAL IMPACT <br />There is no fiscal impact to the City as a result of this action. <br />ENVIRONMENTAL REVIEW <br />On May 7, 2018, City Council adopted a Resolution certifying the Final Environmental Impact Report for <br />the Strada Project, adopting CEQA findings and a Mitigation Monitoring and Reporting Plan, in accordance <br />with the requirements of the California Environmental Quality Act. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may choose not to adopt a resolution of intent to vacate a portion of Maple Street, <br />however, this would be contrary to the approved Vesting Tentative Map and DA. <br />Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />10 <br />
