6.C. - Page 1 of 29 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: January 11, 2021 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Response to Grand Jury Report titled "Second Units: Adding New Housing In The Neighborhoods" <br />RECOMMENDATION <br />By motion, approve the attached letter responding to the San Mateo County Civil Grand Jury Report and <br />authorize the Mayor to sign and send the letter to the San Mateo County Civil Grand Jury. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Housing <br />BACKGROUND <br />On October 28, 2020, the San Mateo County Civil Grand Jury filed a report containing findings and <br />recommendations regarding Second Units in the cities and County of San Mateo. As one of the agencies <br />affected by the Grand Jury Report, the City is required to prepare a response to the findings and <br />recommendations, consider the response at a public meeting, and submit the response within 90 days, or <br />by January 26, 2021. The Civil Grand Jury report uses the term Second Units, however for the purposes of <br />this staff report, the term "Accessory Dwelling Unit" (ADU) will be used to be consistent with how the City <br />and the State identify these units. <br />The Grand Jury Report examines the steps San Mateo County and its cities have taken to support <br />homeowners who are considering building a new ADU on their property or upgrading a non -permitted <br />one, in response to new State laws, which became effective January 1, 2020. The Grand Jury Report also <br />provides an analysis of constraints to constructing ADUs, which include lack of financing opportunities and <br />contractors willing to work on ADUs, and concludes that government agencies should conduct and <br />enhance outreach to homeowners, work collaboratively to find solutions that address the lack of financial <br />partners and licensed contractors willing to work on ADUs, and jointly explore the feasibility of retaining <br />Page 1 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />126 <br />
