6.D. - Page 3 of 12 <br />• Broadway St. - between Main and Jefferson (Jefferson closed to traffic) <br />• Broadway St. - between Jefferson and Theater Way <br />o Modification: This section is open to two-way traffic as only one restaurant is operating <br />outdoors. <br />The following streets are open with sidewalk and parking spaces used for expanded dining: <br />• 2400 block of Broadway St. - between Hamilton and Marshall (Broadway St. open to traffic) <br />• 2600 block of Broadway St. - between Perry St. and EI Camino (Broadway St. open to traffic) <br />See Attachment B to see the updated Map of downtown street closures (including parking spaces, or <br />"parklets") as part of the City's Temporary outdoor Business Activity Program. <br />At this time approximately forty downtown restaurants and bars received permits for outdoor dining in <br />the Downtown. Outdoor dining typically takes place until 10 p.m., but most restaurants close before that <br />time. No amplified music is allowed. Parking was identified for restaurant grab and go take-out and <br />delivery during the duration of the street closure. Dining activity is strongest Thursday, Friday, Saturday <br />nights and Sunday mornings (brunch). <br />A survey conducted by RCIA's program consultant showed that Downtown restaurants felt the temporary <br />outdoor program was very helpful. Currently, a second survey of local businesses has been disseminated <br />by the City to determine the effectiveness of assisting local businesses by allowing the flexibility of <br />temporary outdoor business activity and other issues associated with business operations during the <br />COVID19 crisis. <br />Regional Stay at Home Order <br />At the time of the writing of this report, as COVID-19 cases and hospitalizations surge and ICU capacity <br />declines, San Mateo and 10 other Bay Area counties are under a mandatory State of California Regional <br />Stay Home Order which took effect on Thursday, December 17, at 11:59 p.m. <br />The order prohibits private gatherings of any size, except for outdoor church services and political <br />demonstrations. Restaurants may not offer in-person outdoor dining and can offer only take-out and <br />delivery. <br />Many businesses and activities must also close, including salons and barbershops. Retail can remain open <br />at 20 percent capacity. Grocery stores can remain open with a 35 percent capacity. Nonessential travel <br />and the use of hotels or short-term rentals for leisure is banned. <br />The state of California announced the order on December 16 as regional ICU bed capacity fell below 15 <br />percent, the trigger threshold.
