7.A. - Page 19 of 25 <br />• Since 2017, the City has participated in the Countywide Water Coordination Committee, which <br />was established by the City and County Association of Governments to address flooding, regional <br />stormwater issues, and sea level rise issues within San Mateo County. This Committee developed <br />a proposal for a new water management agency. <br />• In 2019, the City became a member agency of the newly formed Flood and Sea Level Rise <br />Resiliency District, which consolidated the work of the San Mateo County Flood Control District <br />and Flood Resiliency Program, and initiated new countywide efforts to address sea level rise, <br />flooding, coastal erosion, and large-scale stormwater infrastructure improvements through <br />integrated regional planning, project implementation, long-term maintenance, and leveraging of <br />State and Federal funding. <br />The City supports cross -jurisdictional cooperation and planning to address sea level rise and flooding <br />through the Flood and Sea Level Rise Resiliency District. Some of the projects the City is developing include <br />the Bayfront Canal and Atherton Channel Flood Improvements project, improvements to the levees <br />around Redwood Shores, and improvements to the levees around Seaport Centre and Seaport Plaza, <br />which is the subject of this staff report. In addition, the City continues to work on Sea Level Rise adaptation <br />planning with our partner agencies, as a stakeholder in regional initiatives, and as a member agency of <br />our Flood and Sea Level Rise Resiliency District. These actions are also implemented in Programs and <br />Policies of the Redwood City General Plan. <br />Levee Improvements for Seaport Centre and Seaport Plaza <br />Metropolitan Life Insurance Company ("Met Life") owns certain property that it operates as a portion of <br />a business park known as Seaport Centre. HCP LS Redwood City, LLC ("HCP") together with MetLife <br />("Property Owners"), own certain property that it operates as the remaining portion of Seaport Centre. <br />HCP also owns property that it operates as Seaport Plaza. In or about 1984, the predecessors to Met Life <br />and HCP constructed levee improvements and related flood protection facilities along the perimeter of <br />Seaport Centre ("Seaport Centre Levee"). Following construction of the Seaport Centre Levee, the City <br />accepted ownership of the Seaport Centre Levee and established the Seaport Centre Maintenance District <br />("Maintenance District") to fund the City's ongoing operation and maintenance of the Seaport Centre <br />Levee and certain other Seaport Centre storm drain, sewer and water facilities. <br />The Seaport Centre Levee as shown on the current Federal Emergency Management Agency ("FEMA") <br />Flood Insurance Rate Maps ("FIRM") does not meet National Flood Insurance Program minimum <br />standards for reducing the risks associated with a major flood event (a flood with a one percent chance <br />of occurring in any given year). As a result, the area in the Maintenance District has been designated as a <br />high-risk area, also known as a Special Flood Hazard Area (SFHA). Flood insurance is required for structures <br />with mortgages from federally regulated or insured lenders for properties that are shown on the FIRM to <br />be in the SFHA. Structures without flood insurance in Special Flood Hazard Areas are ineligible for any type <br />of federal assistance in the event of flooding.
