However, the project would require a <br />significant and ongoing public investment as is typical of all transit service. The Study identified possible <br />funding sources for future service. Additionally, while it is too early to understand the full effects of the <br />COVID-19 pandemic, it is clear that the success of the ferry will rely on commuters. <br />As shown in Figure 2, the Study is the first of many steps towards realization of ferry service. Pursuant to <br />the tri -party Memorandum of Understanding between WETA, the Port and the City, should the findings <br />of the feasibility study be accepted by the City Council, several other processes would commence in the <br />future. These include, but are not limited to, a Business Plan (the next step in the process), CEQA analysis, <br />other project entitlements and procuring regulatory permits, as well as more community and stakeholder <br />engagement. <br />As noted, the next immediate step is to complete a Ferry Business Plan, as required by the San Mateo <br />County Transportation Authority in order to be eligible for additional Measure A funding. While Measure A Ferry Program funds are expected to pay for most, if <br />not all, costs to complete the Business Plan, staff time spent to review the Business Plan would preclude <br />staff from working on other initiatives.
