The approval process will be completed consistent <br />with the City's Monuments Policy and/or Redwood City Code Chapter 45 (Public Art). <br />The Commission recommends that the steering committee include: <br />• Two Arts Commissioners <br />• A diverse group of local Redwood City/Bay Area community members who have a passion for the <br />arts (arts administrators, artists, planning background, youth, teachers, building owners, etc.) <br />• People committed to advancing racial equity in arts and culture <br />• People who are available to attend and participate in multiple online meetings each month until <br />final recommendation <br />The Commission is initially recommending that a mural be the medium of art to symbolize the City's <br />commitment to racial equity and justice for all, and to spur ongoing dialog and change. No site has been <br />identified yet, and the Commission will work with the steering committee and City staff to discuss <br />potential sites. <br />The recommended timeline anticipates launching this effort by the end of January 2021 and making a <br />recommendation to the City Council for approval in the summer of 2021. If ultimately approved, the artist <br />selection process, installation completion, and celebration could occur as early as fall of 2021. <br />FISCAL IMPACT <br />The Arts Commission estimates that an artist fee of an average of $21 per square foot for a mural, the <br />estimated size of the potential mural (2,000 square feet/building facade), and the application of anti - <br />graffiti coating, would be in the range of $42,000 to $50,000. The Arts Commission receives 1% of the <br />City's capital improvement project budget each year, or approximately $50,000-$60,000 towards its <br />public art priorities. The Arts Commission already had priorities of murals and sculptures in process, but <br />could delay those efforts and use already allocated funds for this project. Alternatively, funds could be <br />requested through the Capital Improvement Program (CIP) process in the spring; however, the City <br />typically has far more requests for projects than available funding. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />Page 3 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />249 <br />
