8.C. - Page 2 of 9 <br />The Arts Commission's powers and duties are as follows: <br />1. To review and make recommendations to the City Council (Council) or City Manager (Manager) <br />concerning the acquisition by the City of any work of art, or item of cultural significance, and the <br />proposed location thereof. <br />2. To review and make recommendations to the Council or Manager for the establishment or <br />termination of visual and performing art programs in the City. <br />3. To review and make recommendations to the Council or Manager for the allocation of City funds <br />for arts and culture in the City. <br />4. To review and make recommendations to the Council or Manager for the establishment or <br />termination of programs memorializing or giving recognition to matters of cultural significance in <br />the City. <br />5. To review and make recommendations to the Council or Manager concerning the removal, <br />relocation, maintenance, or alteration of existing works of art or items of cultural significance in <br />the possession of the City. <br />6. Upon request, to advise the Council and other City boards or commissions regarding any matter <br />affecting the beauty and culture of the City. <br />7. To review and make recommendations to the Council or Manager concerning Public Art in <br />accordance with the duties established in City Code Chapter 45 (Public Art). <br />ANALYSIS <br />The City Council's 2020 Strategic Plan includes the City's Vision and Mission statements, as well as <br />Strategic Priorities: Housing, Transportation, and Children and Youth. It also includes the following Guiding <br />Principles: Aesthetics, Communication and Community Building, Economic Vitality, Excellence in <br />Government Operations, Healthy Community for All Ages, Housing, Public Safety, Sustainability and <br />Transportation. On October 12, 2020, the City Council amended the Plan to include a Foundational <br />Guiding Principle of Equity, stating "Redwood City will put equity first, urging a collective restart so that <br />policies serve the entire community". <br />At their meeting on August 10, 2020, the City Council approved a resolution declaring that Black Lives <br />Matter and reaffirming the City Council's commitment to racial equity. The City Council also directed staff <br />to provide analysis and recommendations related to commissioning a mural or monument in a visible <br />location in Redwood City that reflects the City's commitment to racial equity, "with the clarification to <br />seek guidance from the Arts Commission to design and execute said mural." The Parks, Recreation and <br />Community Services Director is the staff liaison to the Arts Commission, and for the past several months, <br />the Commission has developed the Racial Equity Mural Work Plan for the City Council's consideration The <br />Arts Commission created an Ad Hoc Committee, made up of the Chair and a Commissioner, to create a <br />Work Plan. The Arts Commission unanimously approved the Work Plan at their meeting on December 3, <br />2020. <br />Because this project is important to so many in our community, the Arts Commission's Work Plan includes <br />comprehensive community engagement. The Work Plan anticipates establishing a steering committee of <br />5-7 people who will be selected by a majority vote of the Arts Commission; hosting virtual community <br />meetings; and distributing a community survey. The robust process will help guide the steering <br />committee's recommendation to the Arts Commission.
