6.C. - Page 16 of 34 <br />EXHIBIT "A" <br />SCOPE OF SERVICES AND FEE <br />TASK 1— PROJECT ADMINISTRATION <br />1.1 Project Kickoff and Document Review <br />The consultant will conduct a kickoff meeting with City staff to refine the work scope and <br />timeline, discuss project expectations regarding coordination, reporting, deliverables, <br />community outreach, and relevant information. Consultant will also review the data needs list <br />provided by the consultant team (see below) and establish product review procedures. The <br />environmental analysis task lead will attend this meeting in conjunction with the consultant <br />management staff. Sub -consultants listed in this Exhibit A will be considered approved by the <br />City for purposes of Section 9 of the Agreement (Subcontracting). Any sub -consultant tasks listed <br />below are shown for convenience only and will be undertaken at the direction of consultant, and <br />not the City. <br />The consultant will review the City documents to aid consultant's understanding of local <br />conditions and the community's housing needs. Any gaps in data will be identified and resolved <br />in coordination with City staff. A complete data needs list will be provided to the City prior to the <br />kickoff meeting. This scope of work assumes the City will provide the consultant team with the <br />GIS data needed for sites identification, including ownership data, building age, general plan and <br />zoning designation. <br />1.2 Project Management and Schedule <br />The consultant will manage the process to ensure the project remains on budget and schedule. <br />The consultant will work with City staff to finalize a project schedule after the kickoff meeting <br />that includes tasks and milestones. The project schedule will outline a work plan focused on <br />achieving an adopted Housing Element by January 31, 2023. <br />This task also accounts for the consultant's ongoing project management, identifying milestones, <br />regular invoicing, and budget management. The consultant will prepare monthly status reports <br />showing progress. <br />Community Engagement Strategy <br />To shape the community conversation about housing, the consultant will draft an innovative and <br />inclusive community engagement strategy/Public Engagement Plan (PEP). The PEP will outline <br />consultant's proposed approach to engaging the public both online and in person, (once the City <br />deems it safe to conduct in-person gatherings). <br />The consultant and ChangeLab Solutions will work to ensure youth, limited -English proficient <br />individuals, and low-income residents' voices are included in the process.
