6.C. - Page 17 of 34 <br />The PEP will be prepared within two weeks of the kickoff meeting for review and approval by City <br />staff, with adjustments made (within the budgeted allowance for public engagement) as directed <br />by staff. Strong emphasis will be placed on including groups that are traditionally under- <br />represented in a public outreach process, such as Spanish-language speakers, evening -time <br />workers, renters, students, businesses, and families with young children. An overarching goal will <br />be to replicate in an online survey format the live or virtual/ digital workshops; this will extend <br />the reach of engagement. <br />1.3 Coordination <br />For the duration of the project, the project manager will conduct phone calls every two weeks <br />with City staff to ensure project coordination and to support close collaboration. These calls and <br />meetings allow the team to review project status and to discuss issues, review documents, and <br />plan presentations. Regular calls with staff ensure objectives and milestones are being achieved. <br />In addition, these meetings will provide opportunities for coordination with other City <br />departments to discuss outreach strategies, for the consultant to receive input on existing <br />processes (such as evacuation routes for the Safety Element), for the team to receive feedback <br />from other departments, and for support implementation. <br />Task 1 Deliverables: <br />Data Needs List (digital file) <br />n Kickoff Meeting Agenda and Summary (digital file) <br />» Project schedule (digital file) <br />Invoicing and monthly updates showing progress (digital file) <br />» Engagement Strategy Memo/PEP with overall strategies, list of expected outreach meetings <br />and goal and outcome for each meeting or online event (digital file) <br />n Coordination call agendas/summaries with follow up items (digital file) <br />City staff will be responsible for attending coordination calls/meetings with the consultant, <br />gathering/ providing requested data to the consultant's FTP site, and completing follow up items <br />to coordination calls as needed. City staff will review and approve the schedule and Engagement <br />Strategy Memo (PEP), and will support development of a comprehensive outreach contact <br />database. <br />TASK 2 — BASELINE REVIEW <br />2.1 Housing Baseline <br />The consultant will complete an analysis of previous RHNA construction, existing goals and <br />policies, and an opportunities and constraints analysis. This will also include preliminary analysis <br />on General Plan policies to combat housing discrimination in compliance with the recently <br />adopted Affirmatively Further Fair Housing (AFFH) state law. This baseline review will involve <br />coordination with 21 Elements, a collaboration of cities and the County of San Mateo. The City is <br />contracted with 21 Elements to provide jurisdiction -specific site inventory baselines with <br />jurisdiction -level data for housing needs. The consultant will be using this baseline data and <br />making edits as needed. This report will also incorporate an initial sites analysis that will be <br />prepared separately with the 21 Elements organization, along with other related information. <br />Lastly, this report will contain a brief discussion of the draft RHNA allocation for the next cycle <br />and a high-level overview of the types of strategies that can be employed. Building on the existing <br />conditions report and equity prioritization analysis in RWCmoves, Fehr & Peers will coordinate <br />with the project team to identify additional demographic information to include in the baseline <br />review. This report will be widely shared with the community to inform and set the stage for <br />strategies.
